My training in my prior life has led me to believe that changes in target behavior merit enhanced force readiness and advanced intel & recon before an approach is made. This is sound advice. It has been difficult to even get SS on the phone recently during normal business hours. The situation feels uncomfortable, and Nuttman's recent review seems to underscore the concern.
